International Cooperation

As the core member of TISITA and APAC, China-SAE has established a solid partnership with world-renowned automotive industry organizations and automotive enterprises. Exchange visits and academic communications conducted by China-SAE and international counterparts have been promoted for many years. Gong Weijie, Deputy Secretary-General of China-SAE, was elected as Vice President of International Relations of FISITA; academician Li Jun, Vice Director of China-SAE, took up the post of rotating presidency of FISITA (2012-2014); Professor Zhao Fuquan, the Head of Technical Management Branch of China-SAE, will take up the post of rotating presidency of FISITA (2018-2020). Despite the active participation in activities organized by executive council and councils of FISITA, China-SAE has actively bidding for the annual meetings of FISITA and APAC. Meanwhile, China-SAE, jointly with other brother SAE organizations, has also organized relevant meetings, including the China-Japan-Korean Forum during the SAE Annual Meeting in Japan.

 

Electric Vehicles Initiative

As an international organization led by the government, EVI aims at promoting the development of global electronic vehicle industry with a joint participation of government, enterprises, universities, research and application. Founded in July 2010, EVI was first put forward by China and America at the G20 Clean Energy Ministerial and was actively responded by many countries and the International Energy Agency (IEA). Up till now, 16 countries have joined in the EVI initiative, including China, America, France, Germany, England, Sweden, Japan, India and South Africa. Since 2010, commissioned by the Department of International Cooperation (Office of Hong Kong, Macao & Taiwan Affairs) of the Ministry of Science and Technology of the PRC, China-SAE has been undertaking the work of the Chinese Secretariat. We have been working and maintained close partnership with the IEA, and are responsible for China's daily affairs and international cooperation and exchanges.

According to the assignments of the initiative, members in the initiative should choose at least one city to share its advanced experience in public transportation or government usage of vehicles. Members should also share their information and data relevant to demonstration projects with other governments, automobile and components manufactures, power plants and research institutions. Under the framework of this initiative, China has established China (Shanghai) International EV Demo Zone (including Test Driving Center, Operation Service Center, and Date Collection Center) in Jiading, Shanghai, making it possible for the demonstrative operation of domestic and foreign models on the same platform. At the same time, in order to prompt the cooperation among these demonstration cities of member countries, China holds the International EV Pilot Cities Forum every two years and has successfully held the 2011, 2013, 2015 International EV Pilot Cities and Industrial Development Forums.

 

IEA Advanced Fuel Cell Technology Cooperation Program

In order to facilitate the cooperation among countries in fuel cell technology research, product development, and demonstration application, IEA established the Advanced Fuel Cells Implementing Agreement in 1990, which was renamed Technology Collaboration Program on Advanced Fuel Cells (AFC TCP) in June 2016. AFC TCP is one of the 41 initiatives established by IEA and, up till now, 17 countries are involved in, including China, America, Austria, Denmark, Finland, France, Germany, Israel, Italy, Japan, Korea, Mexico, Sweden, and Switzerland.

Since 2014, as an observer of AFC TCP, China-SAE has been participating in the relevant activities of it and has established solid partnership with related agencies of member countries, fruitful achievements have been made. In August 2016, with the official approval of Department of High-tech Development and Industrialization and Department of International Cooperation (Office of Hong Kong, Macao & Taiwan Affairs) of the Ministry of Science and Technology of the PRC, as the representative of China, China-SAE officially joined in the program, and is in charge of the organization and management of activities in relevant enterprises. AFC TCP aims at promoting the research, development, demonstration of fuel cell technology in member countries and research institution, strengthening international cooperation in fuel cell research and communication, facilitating industrial application. There are executive commission and nine project working groups (such as polymer electrolyte fuel cell (PEFC), molten carbonate fuel cell (MCFC), solid oxide fuel cell (SOFC), traffic fuel cell, fuel cell system model and electrolysis).

 

International Subject Research

The participations related UNIDO include “Long and Medium Term Planning Studies Energy Conservation and Emission Reduction of China Automotive Industry”, “Commercialization Extension Model of China New-Energy Automobile of China”; relevant subject researches about its participation in GEF include “Energy Conservation and New-Energy Automobile Demonstration Operation Effectiveness Evaluation” “Development Outline of Automotive Energy-Conservation Technology”; the participation in cooperation subject research of international famous automotive industry includes “Trend of China Automobile Technology Development” in cooperation with TOYOTA.

 

International Advisory Committee on China Automotive Technology Strategy

In order to promote the interaction and communication among international automotive technology leaders thus enhancing the sustainable development of China and world automotive industry, China-SAE launched “International Advisory Committee on China Automotive Technology Strategy” in 2015, aimed at establishing a world class international automotive technology think tank, which is “small in size, but well-qualified and extremely high-end”.

The guests of iTAC are mainly CTOs and principals from international famous vehicle manufacturers and parts suppliers and other automotive organizations. By making full use of the capability of international top experts and building a platform for communication and dialogue among domestic and foreign automotive technology leaders, iTAC has been functioning as a bridge for China function industry to learn the development experience of automotive powers and key technology development strategy, to discuss jointly on common key concerns on energy, environment, transportation and security, and to offer advice and suggestions for automotive technology and industry coordination development.
